Since I don't expect Trump to resign willingly, removal requires a declaration by the Vice President and the Cabinet Officers, or a Special Prosecutor appointed by Congress. (Note that Mueller's investigation was commissioned by the Justice Department, not Congress.)
Of course, the President can file a counter-declaration, and Trump probably would. To counter the counter-declaration, Congress must assemble within 48 hours and vote in both houses by a two-thirds majority to replace the President with the Vice President. Clearly, there will be no doubt about Trump's disability to make this move.
Why Amendment 25 and why now? Trump is too unstable to be Commander-in-Chief of the most powerful military in the world. Trump's withdrawal from the Paris climate accords demonstrates his total disregard for the long-term survival of civilization on this planet.
Why not impeach? Impeachment takes too long. It was recently invoked by the Republicans against Bill Clinton to damage the Democrats. This time around Republicans would only hurt themselves by exposing one of their own to months of prosecution.
Not a fan of Vice President Pence, but at least he doesn't broadcast insanity for the entire world to see.
